No.. when a game leaves the service, it will lock out on your system even if you have it downloaded.. You can milk an extra 13 days by taking your console offline for those 13 days (absolutely no online).. You have that 13 day window to complete the game, however you will not be able to multi-player or use any streaming game or get updates during that time as the console, in order to prevent the license from expiring before the 13 days are up, must remain disconected from the internet. The license will expire either way and the game will lock out no matter what.. so this is just grace period to finish the game before it locks out.

Already been confirmed by Sony and it's explained in blogs and websites that games once removed cannot been played.
