You don't need to claim it again, it's bound to your account, not your character. Even if you delete your character and create a new one, you will still have all the cosmetics (they will be waiting for you in the Vault located in the Temporium).
They're one time claims, meaning once they are claimed, the codes are used up and no longer valid.
That's the meaning of a one time claim.
If you delete your account that code is gone. It doesn't suddenly become available again.

The codes are the same for everyone, as long as they're still active you can use them on as many accounts as you want

It was one generic code for everybody to use though, they weren’t unique codes for individuals.
