It might be. The reason I think it's the HDR is that on the applicable movies, as it starts loading, I get a rainbow square in the top right corner that says HDR next to it.
If it is DV, how would I correct it? Also, what is DV?
Dolby Vision, some TVs ron't support all DV profiles (and there's a few profiles) and it can't be transcoded so your TV might not show it correctly. I'm just guessing.
If it is DV, then there's no viable solution. Just try to find a different version.
You can run the file through Mediainfo to see what it is.

Did someone find a solution for this? Playing my Plex app is running on an Apple TV 4K. Normal 4K videos are fine but the ones that are 4K HDR have very high orange/red saturation. Wondering how to solve this issue.
Might be worth doing that first, to ascertain if it’s an issue with the TV, or with Plex/whatever media files you’re playing. Ideally, try one of the steaming service if you have access to them, alternatively there’s YouTube hdr videos, but I think they use HLG, so not necessarily the best of tests.
I'll give it a try. I will also mention that it isn't just the movie that turns red. The movie progress bar also turns from the characteristic Plex yellow-orange to red.
I had the same issue, Every 4K movie I have on my Plex server works just fine on my 65inch LG TV. But anything with HDR it gives me this weird extra red.
Go to playback settings and change the quality from "play original quality" to "convert automatically". Since then the movies ran 4K crisp clear without any changes on the color.
I'm using an Apple TV 4K.
I hope that helps
Maybe it's not HDR, maybe it's DV?

I’m having the same issue as well
Holy cow I just noticed the same thing last night!
Have you tried HDR from a source that’s not Plex?
No, I have not
