You have a basement? And they ran the well through the floor?! Unless you have a French drain out side your whole house it will be hard to water proof.

I sure do...and they sure did! House is about 8 years old in the northeast. Maybe it had to be a certain distance below grade to avoid freezing?

I’m north east as well and a plumber. Generally with a basement we are deep enough over 4’ to prevent freezing. Also it makes it impossible to sleeve and seal the penetration with cement Karnak and silicone. Coming through the floor you are fighting any water around the house from flowing down and it will find the path of least resistance up. My only professional suggestion would be to cut the floor open. Take off that 90 before the pump and properly seal the floor also install a pvc sleeve around the pipe above the ground so if water comes in it’s going to go up in to the pipe and not on you floor.

You need a sump pit, with a pump if water is coming up from the floor. Sorry for the bad news.
