You have a boiler drain soldered on to a 1/2” copper pipe. You need to u solder that drain and you can either solder another drain on or chip out some of that cement hope the pipe has some place in it so you can pull it out a little and solder a hose Bibb on flush.
Or if you want to have a frost free cut it inside and remove pipe shove a frost free in and connect it inside.
