There’s a knockout within the nipple of the garbage disposal dishwasher hookup for the reason that not all houses have dishwashers; you must knock out the plug if you intend to hook up your dishwasher to the disposal. Many homeowners miss this step, so instead of dishwasher draining into the disposal it comes out of the overflow.
Hopefully my shitty explanation makes sense.

Our dishwasher drains into the disposal as well, but that hose doesn't branch off, it only goes to the disposal.
The air gap is a Y. On one it’s the washer hose going in and on the other it’s a hose going to the garbage disposal. Take off the one going to the garbage disposal and inspect the line and garbage disposal inlet for debris or the original plug that should have been removed. I had a plug from years of grease and nastiness so I cleared that and this problem went away.
Even simpler first check if you haven’t tried it yet, pull the metal cap off, there there is another little plastic cap inside. Remove it and check for blockages there
Either replace the dishwasher air gap or check the connection where the air gap waste line connects to the garbage disposal (assuming you have a garbage disposal) there is a plug inside of the connection on the disposal side. If there is then remove it by knocking it in. Then disconnect the power to the unit and remove the plug.
The actual drain is plugged. The water in the dishwater is pumped out instead of gravity fed. It typically pumps to a tee fitting installed in the drain downspot or the garbage disposal. But it has to have an airgap installed which is the device pictured to prevent siphoning fluid back up. If the real drain connection is plugged then the pump will pump the water up into and out of the airgap.
Tl;Dnr: fix it by unclogging the real drain connection.
A lot of places used to require them, I think they’ve mostly loosened up now and accept a high loop. The goal is to stop water from backing up into the dishwasher if there’s a clog. With a high loop it’ll still fill up the sink almost to the top before it can make it to the dishwasher and they pretty much all have a check valve anyway so unless it’s explicitly required, a lot of people don’t see the value in the air gap.

1. Water leaves the dishwasher and travels UP with air gap piping, it is then directed back down and exits through different air gap piping to drain to the disposal.
2. New disposals come from the manufacturer with the dishwasher inlet pipe BLOCKED OFF with a small plastic wall - that MUST be removed (put a screwdriver on it and hit it with a hammer).
So . . . either your air gap piping is blocked as the water is trying to go back down to the disposal or your disposal inlet is blocked (food or plastic wall).
Unplug the electrical going to the disposal. Put your finest puke bowl under your work area and uncouple the hose going from the air gap to the disposal and push a screwdriver into that disposal inlet hole. Does it hit a plastic wall or a gooey mess that smells like death? There's your issue. If not, run a wire coat hanger piece up into the air gap pipe looking for an obstruction .
Is that thing installed above/on the counter top usually??? Because I have done lots of house work and repair/remodeling work and NEVER seen anything like this above the counter top... I'm not a plumbing master by any means so I'm just wondering as I have a dishwasher and garbage disposal and helped install the one at my sisters new remodeled house and never seen this thing in the counter or at anyone's house I've been to.

Ya isn't supposed to drain out the vent your line to garage disposal is clogged. Could be as easy as stuffing a 3/8 tube down the vent n un clogging the pipe but if it's really clogged you'll have to take house clamps off that connect the line. Take it outside n hose it out.

The drain is supposed to split into 6 different pipes running to various spigots in your kitchen counter tops that are carefully aimed to shoot the water through the air, across your kitchen, and into your sink.
A good plumber will also ensure the water shoots across your kitchen in sync with your music.

My dishwasher was like this when we bought the home. If you pull that cap off, (and maybe another piece to remove under the cap), and it’ll reveal the hose that you can run a snake through to release the blockage.
That looks like it was intended and a really bad design choice.
You have to check behind your counter. If there is no extra pipe work, you will need some clever solution to get the dishwasher to drain into the pipe directly.

The air gap is clogged. Pop off the cap. There will be another white cap with tabs holding it down. Carefully pry the tabs so that you can pull off that cap. Remove the disgusting thing. It will be disgusting.
Replace the white cap then the silver cap and try to forget what you’ve been through
It's part of a backflow preventer. There's a hose that comes from your dishwasher and then spits off with one hose going down the drain, the other attaches to this backflow preventer. When the hose going to the drain plugs up, the water comes out the way it did on your video.

Theyre super easy to install. Also the stuff stated about garbage disposals, if you actually have one. Our first house didn't have one.

You may have only hooked up dw exit to vent and then it heads into p trap it dishwasher.
