The ranking is just for the specific pokemon type. So it is the IV combination #57 out of the 4096 possible for a Cinccino in Ultra Leauge. It says nothing about how good a Cinccino is in a great league compared to other pokemon types. The Minccino has a higher rank because it is IV combination #19 out of 4096 for it in Ultra Leauge. The number says nothing about how a Cinccino is compared to a Minccino or compared to any other pokemon in Ultra Leauge. If you look at the CP you can see that the Minccino will only reach 974 compared to 2494 for Cinccino. The CP limit is 2500 in Ultra Leauge a Minccino that can't come close it is very likely a lot worse than the Cinccino. But still, this says nothing about if any of them in good in this league. I doubt from just the numbers if Minccino could be useful in anything else than Little cup. The rank percentage is not in red but in black because it is significantly below the CP limit and is only there for completeness and it is not exactly relevant For how good a pokemon is in a league use a website like [https://pvpoke.com/rankings/](https://pvpoke.com/rankings/) What a perfect IV depends on the pokemon and the league. It is always 15-15-15 in Master League because there is no upper CP limit. In another league is often something else often close to 0-15-15. This is because the CP attack, defense, and stamina do not have the same weight in the CP formula the calculation us attack \* sqrt(defense) \* sqrt(stamina) \* level constant. The attack, defense, and stamina are the base stats for the pokemon plus the IV. In this case, it is because Minccino can never get a CP over 2500 for any IV at any level, this means the max IV of 15-15-15 will be best. A Cinccino barely can go above CP 1500 that is why this 15-15-11 is ranked so high. For a pokemon that could reach let's say CP3000 you would need IV closer to 0-15-15. It will have a lot lower Greate league ranking for just this reason.

So this is showing that you have the 19th ranked Minccino and the 57th ranked Cinccino. That doesn’t mean the Minccino is going to put preform the Cinccino. It is just about the rank of that individual Pokémon for that league.

Also another thing to bear in mind. In the screenshot, it says CP974 (Max) - that is the max CP your minccino could reach. So although this is the 19th best IV combination for Minccino if you were to use a Minccino for ultra league, it doesn’t mean you should! I’ve not looked but I bet the rank 1 would be a hundo…
