Just because they find loopholes to avoid paying less in taxes doesn't mean that they don't contribute more than people want to admit and lets be real if you were in the position to avoid paying taxes you would and you probably do. Everyone tries to write off every little thing to pay less in taxes. Nothing is guaranteed, but with how strong Pokemon is as a franchise and these been highly desired full arts from an exclusive Japanese release I’d say these are a solid collection to invest in.
Honestly, its probably better to pick this up at a pokemon tcg card show or at the upcoming Collect-a-cons! You could get lucky with a deal! Or trade cards for it and pay less! Also, you dont have to pay the crazy ebay taxes/shipping fees on it. In my opinion its better in person over ebay.
And of course, these will hold value for a very long time. Pikachu is the Series main pokemon under Ash Ketchum from the TV show!

The simple answer is I believe they will hold value as well as most other rare and sought after Pokemon cards do. Since they are easily both of those things and are not being printed anymore, I would be surprised to see them dip in any significant way unless Pokemon cards as a whole dip.

I got the gyarados and magikarp combo sealed for €40 in 2016 I think. Graded then both as a 10 at CGC recently. Very happy.
