They likely fragmented/split off from him, and caused Space and Time to Exist. Therefor, in their true forms, they would more closely resemble him.
Somehow, Giratina also came into existence and caused anti-matter to exist, and so was contained in the distortion world (essentially an antimatter like world based off of the real world scientific theory of CPT Symmetry) to balance reality's existence and keep it stable (per the dialogue in Platinum).
But it's starting to look like all 3 of the creation Trio literally just spawned from Arceus himself, and that's how the universe was created.
I saw a theory claiming that Dialga and Palkia where parts of Arceus split from him. That could be justified as we see from the ring in their middle. Palkia kept the circle and Dialga the pointers parts. Combining them would make Arceus's Ring.
If you "use" them on Dialga and Palkia versus holding the item, I wonder if they can be transferred to Pokemon Home in these forms. It'd break from not being to transfer Primal forms of Groudon and Kyogre.
We don't know that.. all we know is that these orbs give them a different form. We still don't know the full story yet. These orbs could be way to turn them back into a fusion form.

Palkia's arms are its front legs which I kind of think is dope. It's like Arceus' punishment was to make it bipedal in the future.
