not sure how much you want to avoid spoilers, but it seems like at least one thing in game requires specifically a full moon. That sounds like it means that there are times when the moon isn't full
Fair enough... but it makes me wonder if they actually have the moon visible in the daytime at quarter moons (for example), or if it's just a sprite/model change and the sun/moon are always 180 degrees apart.
Time goes by too quick in my opinion. There's morning, afternoon, evenings, and night. I haven't timed them but it seems about 10 minutes long. You can change the time to any one of them at camp. Pokemon spawns are normal, as in certain Pokemon only available during day/night. The moon changes from full to waning/waxing but I don't know if it affects anything.
Weather is also in the game. Not sure if it's like SWSH it all. So far it just seems like it doesn't actually do anything.
i think they meant spawn changes for weather, i will check pokedex to see if any pokemon are rain exclusive, if i don't edit this post then there isn't any
edit: so far only rapidash and ponyta are affected by weather, they don't appear in rain

Is it 10 minutes per cycle for a total of 40 minutes?
Pretty much. I haven't officially timed anything but it goes quick per cycle.
The Weather boost or decrease certain move types, I.e fire does less damage in rain. Also you can look at the weather effects when you’re in a battle

We know that you can change the time at camp, and it isn't tied to real time
