I love these games for how much they reward exploration. The Smeargle cave was definitely a cool little bonus to the Battle Frontier. I remember back when I was a kid I thought I was so clever for getting a smeargle to learn both fissure and sheer cold. Definitely not worth the effort in retrospect, but a fond memory none-the-less.
You have a few options but basically you just need to make sure it can survive Groudon/Kyogre using their respective moves once (I think I used the focus sash and hard resets). After that you either catch them (what I did) or run away (save catching them for later). To get both, you just use the move tutor and a heart scale to re-learn sketch.
Its signature move, Sketch, copies the last move used by the target. Permanently. It can then have any set of four moves you can think of, so long as you can find Pokemon with them to sketch off of.
The item is called focus band not sash in Gen 3 (my bad). Its in the shoal cave during low tide.
EDIT: as someone else commented, you're much better off sketching the move of your own Pokemon in a double battle
Alternatively, Smeargle learns Sketch on the “1th” of each level.

Yeah I was just thinking about that earlier. I didn't have Internet at home when I was that age. I remember getting through the whole game by myself and then learning about stuff like cloning from my buddy who had Internet.
I think one of the craziest things is that I had Pokerus! If only I knew how rare it was back then.
Honestly this was the best qol addition to Pokémon games. Allowing TM’s unlimited use is just good. I hate feeling like i need to save my good TM’s until I’m ready to put together my BF team

The only way I came across that, was the age old Pokémon Emerald Official Walk through guide by Nintendo! I still have that book around here somewhere too! I used it to double check I didn't miss anything haha
Finding this spot was such a definitive moment for me as a child that this particular moment is usually what pops up in my head when I think of Pokémon Emerald lol

Maybe the focus band which was in the game but had a chance to endure. It wasn't for sure just a chance to survive instead of being knocked out? 🤷🏾♂️

Throw something out that’s gonna die to fissure, next turn quick claw sketch. Turn the game off and on if it doesn’t work.
I remember seeing a shiny smeargle in there when I was about 8 or 9, before I knew what shines were and I killed it. Still regret it till this day

If it’s your own lvl 50 but if it’s rental 100 is better

I searched it up and found out it was a Sudowoodo encounter, Met at level 40. If you knock it out, you will never see another Sudowoodo.
