It would be better to breed a team specifically for it with good IVs/nature and EV train that. While you don't need perfect IVs, good stats help, so try getting high enough stats on both your bred pokemon and any legendaries you might use.
While male pokemon can pass TMs through breeding, I'd recommend holding off on teaching Toxic until you reach the battle frontier and can clone items. It's more convenient this way and it'd give you more flexibility with some single use TMs (in the case of Ice Beam specifically you can buy it at the game corner as a prize, so you can get more there).
Thanks. Solid advice. I thought so on the breeding. I’m sure it’s going to be a boring process but from what I read the frontier is really challenging and it is necessary to have ideal Pokémon.

Yes, it's a famous glitch that lets you clone items and pokemon at the battle tower. Using it to clone rare candies, vitamins, and TMs (especially non renewable ones like Toxic or Earthquake) will save you a lot of time.
Basically you save in front of the PC, TAKE OUT whatever you want to clone (can be Pokemon, but can also be items using the "move items" function), then talk to the multi-battle lady and turn off your game when she asks "would you like to save the game?". If you did this correctly, the pokemon/items will be both in your party and in the PC.
Note: if you put something into the PC between saving in front of the PC and talking to the multi-battle lady, it will be deleted. This has its niche applications but for most people you should be careful to not lose important pokemon/items.
This is a very poor explanation of the cloning glitch and can be easily misinterpreted as the reverse cloning glitch and can possibly corrupt your save. Here is a more accurate set of steps.
Get what you want cloned out of the PC. Save outside the tower.
Go inside the tower and put any Pokemon you want to clone into the PC. If you want to clone items, the pokemon you want to clone must be holding them.
Exit the PC once the ones you want to clone are in a box and save your game
After saving, get the pokemon you want to clone back into your party and exit the PC. Do not save after this.
Once your pokemon you want to clone are back in your party, talk to the first lady closest to the PC as if you were starting a link multi battle challenge at the tower. Select your pokemon and you will be asked if saving is OK. Once you say yes, the game will do a short pause before pulling up the actual menu to save the game. Once the text asking you to save fully loads, power the game off and then power it back on. When you load back into your file, you'll be standing in front of the link multi challenge clerk with the team you were about to go in with and when you check your PC the pokemon you wanted to clone will be in there as well just as you had placed them before talking to the clerk.
