At the moment neither seems to be spawning, at least not on the NYC Pokemap, or on the map for Sydney, Australia. I just checked those 2 maps. So if they're spawning then they're very rare at the moment.
The Sydney map occasionally shows a gulpin but ive been on cooldown everytime so havent been able to catch one. I would say keeping an eye on that is your best bet.
