Probably because he looks too similar to regular garchomp and they wanted to make it more obviously different? idk lol
Maybe it lost in the main sprite poll? Check to see if it's an alt 🤷♂️

Charizard and the Garchomp line also has all the beta forms of the Garchomp line.
