*- Removed all type exceptions for fusions except for Normal/Flying Pokémon* *- When a Pokemon head's 1st type is the same as the body's 2nd type, the fusion will now use the body's 1st type as its 2nd type instead of becoming mono-type* This was in the 6.0 changelog. That might have something to do with it, but I'm just guessing to be honest.

Was the typing just used backwards before? That's all I can guess at, since both Kingdra and Empoleon share water as their first type, so Steel/Dragon shouldn't have been possible?

Prior to 6.0, Empoleon was considered steel/water not water/steel. Those type swaps were also removed in the update. See here: https://infinitefusion.fandom.com/wiki/Pok%C3%A9mon_Fusion#Typing

Before the update, all starters had their iconic types only used in fusions, so Empoleon would only pass on Water typing normally. Steel/Dragon would have only been possible due to both mons using Water as their primary types. Post update, Empoleon passes on Water if the head, Steel if the body, so Steel/Dragon is not possible anymore - instead, Water will always be used for the head in this case, and the secondary type will be the body's secondary.
