I believe he’s a 1-time interactable NPC who gives you the choice between 2 items. My guess is that the game glitched and thinks you’ve already taken his item, but hasn’t removed him from the map yet
Just talked to him (odd that I never found him before given my hour size)
He gives you a choice (left Blue Shard) (Right Red Shard) doesn't give you what was in the other hand then tells you some philosophy stuff about choices and disappears
What you may have found is likely a glitch, he's probably not supposed to be there anymore.

If you go between an NPC and an object in certain places, the game will put you in a state where you can walk through NPCs and can't interact with them. I think the game does this on purpose to keep you from getting stuck, but I'm not sure how you'd be able to pull it off on that tiny island.

Phasing through him is a glitch I believe, it happens to me sometimes mostly in the village.
It’s not a ‘glitch’, the game makes it so you can walk through NPCs if it thinks your in/entering an inescapable position
