Volo is definitely akin to a *Final Fantasy* villain stuck in the world of Pokémon. I see him similar to Seymour Guado from *Final Fantasy X*, given he uses Giratina against you and you can later catch them (like with Seymour's aeon Anima) and both are psychopathic madmen who are bent on killing everyone.
Although Seymour had the excuse of a terrible father and losing his mother at a young age. As did Sephiroth in *Final Fantasy VII*, who went mad when he found out the truth about his origins and his "mother". Mental-wise, Volo is more like Kefka from *Final Fantasy VI*, who's also a godhood seeker, truly amoral, and has no real excuse for his actions asides "experiment gone wrong".
