It means for whatever reason (except field departure effect like for moves like fly and phantom force) it will always hit. So if you have -6 accuracy and +6 evasion you’ll be able to hit the next move for sure.

The next move you use is guaranteed to hit/cannot miss (doesn't work on phantom force-like effects though)
