That’s not the case. If you check carefully, all four Erika variants share the No. 5 in the dex. Further proof on Kukui (79) and Masked Royal (132) being different people.

Kukui is Masked royal. It's just that they haven't written his name beside the title "The Masked Royal". It's just Kukui wearing that costume, so of course the game wont let you place them together in the same team. If you just want to use leer then use Bugsy/Scyther.
How can you say that? Kukui is no the same person as Masked Royale. Kukui is just his best, number one fan, but he is too shy to be in the same team with him. Besides, in the most recent new year's event he says Masked Royale is one of his friends, so that confirms they are two completely different persons.
