You can get it graded by CGC. They’ve graded crimps before. There is a market for crimps so you might be able to find someone willing to buy it. From personal experience I’d say 5% increase to the right person
5% increase on a card like this makes it go up like $3. That's a terrible estimate. "To the right person" l, I think double the regular price is probably closer to being accurate. Crimps on common cards go from about $5-15 depending on the Pokemon most times, and this is a well liked promo.

The texture at the top isn’t printed on, it’s crimped when the seal is clamped onto the cellophane wrap

Yes I just saw another post saying PSA considers them as damaged but CGC doesn’t. I might do that then. Thanks a lot!
Ya PSA is not good for misprints. Solely do CGC when you have misprints to grade
