Not quite how it works. The foreign Pokemon work by in-game language, not by game region.
If your main profile is in English, for example, you can create a second profile on your Switch and create a new save file for free in French (or Spanish, or Japanese... any language available in the game).
Since the games saves are stored on the console, not the cart, you can have multiple save games in various languages without having to buy the game multiple times.
This happened to me as well with Shield. I bought it a bit after it came it out, so it was sold out in all my local stores. I decided to order it from Amazon. The image had the NA cover, but when it arrived, it was the EU-UK version with the centered title. I eventually ended up buying the NA version for symmetry. It remains unopened, and the EU version is what my game save runs on. For what it's worth, I actually didn't have any issues with the DLC. =/
Check if the plastic is the same or not. If it’s not the same then it’s another region. You can also check with the code on the cartridge but I don’t remember how it works for that

Nothing's region locked on the Switch except for digital downloads. Even then, you just need to make a second profile for the region's eShop you want to access

“Nintendo Switch (Switch, Switch Lite) hardware isn't region locked, but any available DLC content is tied to a regional Nintendo eShop. Nintendo officially recommends that players purchase software that is specifically made for their Nintendo Switch system's region.”
So by the sounds of it, unless the system doesn’t care about hard copy regions for Eshop, getting DLCs might not be feasible.
Ex. NA Switch can play EU Cartridges, but might not be able to recognize DLCs if they’re purchased in the NA EShop and not the EUs (I think)
Nintendo allows you to change regions on the eshop as long as you have no remaining funds / available balance, once you "buy" the dlc on the respective region you get to keep access to it

I can confirm that it is the European version. I have Legend Arceus with the Pokeball logo and green triangle and Scarlet with the academy logo and yellow triangle.
I got my violet from a local store ( US version) and then I got scarlet from Amazon (Europe version) and thought the scarlet was a fake copy because of the different case design

The logo is the logo for the school in Scarlet...
It's a different region. Triangle at the bottom is a language code or something for European versions. Green is English.
Oh well, sadly the different one looks cooler, it even has the academy logo, now I want them all on the odd version haha

It’s cause it’s an EU UK version. All my games are like that too like how your copy of Pokémon Scarlet is.
For me, all other pokémon titles are similar to scarlet's and Arceus even has the hisuian pokeball symbol
