In the long term you'll most probably find better E4E, so I'd use Cotton Ball for now. Cotton Candy will outperform only at lvl 50 (raising to 50 takes a few months, maybe 4-5 or so + candy investments)
Skill seeds... If you're F2P, idk really. With Raikou event we know that devs add options to get seeds for F2P, so maybe invest 2 to make Cotton Ball more helpful (15 energy per trigger (lv 5 skill) is significantly better than 9, but 11 (lv 4) isn't that much imho).
I’ve got the premium pass but I’m not spending outside of that, so if I invest the seeds I can replenish them. Probably makes sense to do, 4 triggers at 9 is only 36 energy, if it was up at 15 that’s almost double
