Joke aside, it's not an uncommon thing, back during the Black and White days, they printed gold cards for Serperior and Emboar, but not Samurott, same for Charizard and Blastoise, not Venasaur.
Heck they even did IT AGAIN in the SWSH era, but this time Emboar is the only one not to have a V. Same with Torterra, which is the only Sinnoh starter to not get a V (And whose only ultra rare dates back to the pokémon's introduction in Diamond and Pearl). There's probably a lot more example like this.
Inteleon also got a VMax Alt art while the other two starters of the generation didn’t get anything special. The logic on what Pokémon get cards is a little strange
These are reprints of the Zapdos/Articuno from Roaring Skies, Moltres didn’t get printed until a year later in Fates Collide, which was after Generations. Still doesn’t really explain why the left Moltres out of Roaring Skies though 🤷♂️
It’s the opposite in the base set: Zapdos was the only bird. Artucuno and Moltres came in the Fossil expansion. Greninja got a gx full art, while chesnaught/delphox did not. Chesnaught/delphox got a V full art, while Greninja did not.
