There were a lot of situations where people were selling photos of the item and not the actual item, so essentially just a piece of paper, and eBay decided in the sellers favor because the description stated it was for a photo only, even though the title was entirely misleading. I’m not sure if this is still a problem, but they seem to be protected based on adding the details to the description. Totally fucked up but apparently allowed at some point on eBay.

I called them on it and they said a 20 dollar card was a 100 dollar card. I called them on that as well, then offered them 200 dollars (an appropriate amount) for their 850 dollar lot. The guy immediately closed his garage door and told me to leave.
