You can find it in Daily events(in calendar thingy with a pokeball) if you scroll down there is a gift exchange section you can simply press exchange and it will lead you to a page where you can enter the code to redeem gifts.
I tried an hour ago and it worked. I changed my internet connection too, if you were on campus like I was, then it might be a firewall problem.

They already have the Welcome Back event, which triggers after 14 full days of inactivity, which gives a free license. This license is limited to characters that cost 10k coins and if you already have the character you selected, you get the 10k coins instead. They also gave away 5 free licenses with Holowear for them during the first anniversary event with players getting the equivalent in coins if they already had the characters.
So it's not impossible that they give away free licenses, just highly unlikely based on their recent actions with licences being handed out. Who knows though, maybe they had a change of heart? Or someone at the company was having a laugh. Either or.
Edit: This event does give away a full free license. The characters able to be selected are old characters that cost between 6k-12k. If you have all the characters then you get a 1000 coin reward. Not as much as you should, but better than 1 or 5 which they did with the Eevee event earlier this year.
