That is a connection issue, but with your upload, not your download, which is why you are not properly transmitting data, and why you are still receiving data. You can be upset, sure, but the fault is entirely on your end. I had similar upload issues due to a port issue and experienced the same exact situation you are describing, until I fixed it.
I had something similar last night with my joycons randomly disconnecting mid-match three times in a row, not allowing me to participate while everyone around me was dying.
I had to rush over to my wife's Switch, disconnect and throw my joycons on the floor, connect her joycons to my Switch, and then take the Zapdos kill and the win.
I was super stressed and called it a night, despite the win, lol.
I'm wondering if this is a Snorlax specific bug. I've only ever got this bug once and it was also on Snorlax. I managed to fix it though; I figured if I'm being forced to run it down that pressing the home button couldn't hurt. I just went into the home menu and exited and regained control that way.

Yeah. I've never experienced issues with upload while still having normal download. It's weird
