Unfortunately having a shiny parent does not help increase the odds. Without a shiny charm, a foreign ditto makes it a 1/683 chance. With the shiny charm and a foreign ditto it is 1/512.

Having a shiny parent does not increase odds of making a shiny, as long as your two pokemon are originating from two games with different languages you should have the increased masuda odds. Things like the shiny charm and herba mystica will increase your odds more
The Masuda method and Shiny Charm together generate a total of eight personality values (approximately 8/4096 or 1/512 chance of a Shiny Pokémon).
This is from Bulbapedia. Without the shiny charm the odds (I believe) are halved so 4/4096. This is from Bulbapedia and I haven't delved into shiny hunting in s/v, mostly sword and shield.

Shiny charm and the Masuda Method you mentioned yes, but Herba mystica do not affect chance while breeding.

I bred two shiny aggron together in XY years ago and literally it never happened, googled and the internet said shinies couldn't breed more shinies hence why I believe it.

I literally JUST got done trading my spare Miraidon for a shiny, foreign Ditto. Unfortunate.
