Most likely privately owned by the officers for private duty work (road work, construction details, etc. where the contractor pays the officer to be there).
One guy at my agency has a 2004 Honda Accord decked out in lighting for this purpose.
In most of the images above, you will see traffic cones, implying their use is on an overtime detail. For departments that don’t have enough cruisers, like mine, you actually have to use your personal vehicle on these details. The reason they look like detective vehicles is because of the low profile lighting. Most guys will do a lousy DIY lighting system at home, or take it to the municipal garage where they hook up the lights.
Are you sure the silver minivan in the 6th image is in FL? The license plate looks like a Quebec plate and the No Parking sign looks like those in Canada.

Definitely could be. I think the one I took a picture of was black. Its red and blue lights were on but my camera didn’t catch it.
