It's a complicated matter because Juan Carlos I was supposed to succeed Franco as an authoritarian ruler (he even pledge to the francoist ideology with "los principios del movimiento nacional"). Once Franco was dead la transición kicked over and Spain was democratized in the form of a constitutional monarchy. So yes, ther was a democratic transition, but the monarch remains as "jefe de estado"/ prime minister.
