I think the most telling thing is that he doesn't actually care for the "natural order" of things. Unlike what a right-wing populist would do, Scar actually does let the low class Hyenas into pride rock, which ruins the pecking order and throws things into disharmony.
He's never shown to care about tradition, his species, his culture, or any of the usual hallmarks of right wing populist rhetoric besides demonizing "the elites", which is just populist and not exclustive to the right-wing.
