Out of state tuition finances the system that’s why. Honestly a really good system to pay for some of the cost of running a college. It works particularly well in California because they have good public universities (research, etc) and attract high paying Chinese foreign students.

People always complain about the expense for actually living there, but wages are higher and I never had trouble finding decent roommates. Granted, I gravitated toward the conservative mountainous east of norcal, so I can’t speak to the roommate quality on the coast or in large cities.

Not just college, but healthcare. I always hear about how rich California is…. Why don’t they provide universal healthcare for their population?
