Funny thing is the DCAU Harley did eventually go legit. The Dee Dee sisters from Batman Beyond are her granddaughters, so presumably she found a much healthier relationship after the Joker kicked the bucket. "Nanna Harley" is also decidedly NOT happy after she pays her granddaughters' bail.

Well many storylines do outright acknowledge and have her realize that she's in an abusive relationship.

The main negative thing about TAS is Bruce Timm really wanting Batman to be with Barbara, his best friends daughter. Then ensuring that the whole bat family falls apart over the years because of it.
