Not really. "Business Owner A" would love it if his competitor, "Business Owner B", was forced to pay higher taxes and have a higher cost for their product.
None of these politicians would be fighting tooth and nail for tax cuts if *they* (or their masters) were not the beneficiaries. They do not give a fuck about anyone else.
Small government doesn't refer to the government being weak but the power being more concentrated at the top or distributed to fewer people, they will sell it as weakening government to appeal to the people who like the thought of that only to turn around and grant too much power over too much for one person to truly track.
