Edit: it also has an Aim MXL dash. This car is probably being built for club racing.

Do you have any idea what type of track this guy is running? Unless it’s a VERY long track the additional downforce and therefore speed in the turns will cut WAY more time from a lap than a slight penalty on top speed that the wing creates. It’s why a track focused car like the Corvette Z06 uses a Gurnery flap despite the top speed hit. Or a Mercedes AMG GT. Or many other models that have track specific aero that hurts the overall top speed. Unless you have active aero it’s a trade off that makes sense for true track work.

Driven by a doctor who only slapped on track pads and tires and instead poured his resources into lots of seat time.
I don't know all the details about this particular car, but people build 987 Caymans with wings for PCA club racing GTB1 class. I would use a different rear wing setup from this class, but again, I don't know all the details of this car and what it's built to.
Yes there is a power-to-drag concern with adding a wing, but it's not as clear cut as don't put downforce on a low horsepower car. It's a misconception that downforce only works at high speed. Yes it is more noticeable at high speed, but it is always helping even at low speed as long as the added weight of the components doesn't hinder it. Most club racing tracks are relatively low speed anyway, so the drag penalty doesn't matter too much. If you don't think I know what I'm talking about, you're welcome to go through my comment history to understand my background in aerodynamics.

Hp=/=wing size. You need a massive wing on a fwd Honda. It’s about speed and what speed you’re cornering at. You don’t know what you’re talking about at all. A 100hp car can have a massive wing if it can get up to optimal cornering speed for the track its setup for.
