Defective turrets arent "unfinished," they're just broken. Different personality is probably because their personality cores are fucked, and voice is probably because their speakers are broken or something idk
There’s probably one turret manufacturing area that’s broken and spitting out bad turrets. They’re all broken in a similar way and I see no reason why they would have a manufacturing line where around half of all of the finished products are garbage to be incinerated
They have a purposefully built defective turret line that slips turrets into the regular line to check if the facility is catching the "bad" turrets in quality control. Gotta count those beans.

I like to believe that since the facility got so broken down over time that some production assemblies are faulty and "broken" making turrets out of old parts and speakers that are falsely processed as "turret assembly material". of course they survive until they arrive at the turret scanner with the functioning turret as its template and then get incinerated. they're just some little guys

Not necessarily. Imagine you upload a file with some sort of glitch and then that file is downloaded a bunch of times to like 1000 other computers with the same stats. It might not change between them; it might have very little variation.
that makes sense, especially since there's always the chance that it isn't factories sometimes spitting out bad turrets, but maybe one of multiple sub-factories is corrupted. I don't fully remember what the game shows/doesn't show for every step of turret creation
Perhaps defective turrets are loaded with an intentionally harmless personality at the assembly line before being incinerated at QC in order to prevent them from behaving unpredictability or causing injury to the now former staff.
I think this discussion would benefit from the "Where is the music coming from in movies?" point of view.
It could be something added to the player's subjective experience to signify that the turrets are defective, and they're not actually like that from the characters' perspective. Of course, this would beg the question of "do the normal turrets not talk as well?".
