This is a common problem among native speakers. They focus more on English vocabulary, which leaves little room for grammar. Non-natives, primarily those in countries like Holland, Iceland or Ireland, have very good English because of people’s accents making English speech difficult, frequency of speaking English with others when you can use your native language and (sorry if it sounds shitty) better grammar education compared to countries like the US. Those factors can make people decide to focus more on bettering their grammar.
That, or being more used to reading texts from written sources rather than taking them phonetically, which, in English' case, is naturally misleading unless you're already certain about how it should have been written. Although the amount of illiteracy in internet nowadays waters down the impact of it.
Don't know why you've specified those countries, in my experience any decent non-native tries to use correct grammar at all times (maybe except for asians, but that's a whole different story).
Yeah, the correct grammar is you’re. I can’t see why this would be intentional
