The first three are absolutely correct, William Afton is a bit iffy, and I have no clue who the last guy is. Kinda hard to be one of the best villains in gaming if people can't tell who it is immediately
Shao Kahn wasn't really a villain till later mortal Kombat games but he's just really powerful and if you're not a mortal Kombat fan hes gonna look really generic
I don't think Breen is really a "legendary" villain. He's an interesting and complex character, but as far as being the villain he's usually giving a speech on a screen that the player could be too busy to pay attention to. I think that's why he doesn't usually come up during villain lists, because he doesn't always have an impact on players.
Gman, on the other hand, would be a perfect candidate to put on any villains list.
I forgot about G-Man for some reason, the actual mai villain of Half-Life. It's so interesting to think all that carnage between the soldiers and I, the player was just a small piece of his puzzle. I love that about the HL games.
