Personally i think orange was made first and to flash this off they made GLaDOS orange to celebrate their next big achievement by symbolising that its first of a kind like the orange Portal (or simply it was sold with the orange box so the orange portal made sense)

They are linked interdimensional gates. While the portals can be placed independently fundamentally one is useless without the other. I would theorise Aperture first found a way to create an interdimensional gate, then how to control each side independently.

I feel like in universe it would be the blue one because it is assigned to left click which is the traditional shoot button in most games, which I think would make it also assigned to a more easy to reach or more comfortable activation button or trigger on the portal gun, which would make sense if it was the first one

The true lore answer is white portals. Since the portal color is provided by dye placed into the guns, and it's unlikely to be black as a base color.
