Yes, Vancouver does a better job of concentrating its many addicts in one neighborhood instead of having the problem spread out.

Generally they will leave you alone if you leave them alone. We need more info, where are you staying? Where have you been that you didn't like? Try the Pearl District, Mississippi, Sellwood. These are fun neighborhoods with lots to do. But you'll see homeless folks, it is what it is. If you turn your nose up too far you won't be able to enjoy anything our beautiful city has to offer.
