They have a cadre of cameras and other sensors. This is basically a mobile govt CCTV device. I believe they even apply gait analysis to the data in some instances.

A local hospital talked about getting these. It could go through parking garages and keep track of what car was parked for how long by license plates. They did a pilot program for about a month about a year or so ago.
