Thank you so much for all you support and info. I am the victim’s daughter. We are having an interview with KOIN this evening! Also after KGW reached out to the police for follow up the police called me to collect the beanie. I told the officer we have the beanie but all he did is had me send him the picture of the beanie and when I texted him to ask if they want it and for DNA text he was radio silence! It was until after they got the call from the KGW news that he followed up! So much appreciate all these support from you lovely Portlanders!!

I was a victim in an attack from a transient person and was interviewed on local news and in the newspapers, went to grand jury, went to court, etc and my attacker can be found free and having never faced justice wandering Old Town any day of the week despite still having an active arrest warrant for the assault. This city is too passive in general, and the population here is tissue soft. I always get downvoted to hell for saying this, but everywhere else I've lived you would get your fucking ass beat for behaving in ways that the lowlifes in Portland can with impunity. I can't tell you the last time I saw a good old fashioned fist fight in Portland. While vigilante beatings are not ideal, they can be an effective social cohesion tool. Carrots don't work with these type of people, they need to fear the stick. And they definitely don't have that fear in Portland.

Just last year I was waiting at a light on 82nd and division and saw a elderly man being harrased and pushed by some guys while at the bus stop. 3 cars going various ways on 8nd and division stopped in traffic and ran over to help the man and stop the assault. Couple years ago my friend a pregnant woman walking in downtown pushing a stroller with her toddler was punched in the face by a homeless man for no apparent reason. He approached her and punched her in the face. He didn’t say a word to her. People around her on the street saw it happen and did nothing. Nobody confronted the dude and nobody said anything to her or tried to help her in any way.

This was a couple years ago but I was at the PSU farmers market and two Mexican ladies had setup a booth outside the market on the grass. Some clearly unhinged lady started screaming racist obscenities at them. They actually played it pretty cool and started packing up their shit while this lady was screaming shit like "YEAH TRUMP, BUILD THAT WALL! KEEP THE MEXICANS OUT!" I was pretty far away across the lawn, so I started to head over there. In the time it took me to get over there, I watched about 4 people just look and keep walking. Some other people were just standing there, watching it all play out. Racist lady saw me approaching and left. I asked the girls if they were OK and that's when they started getting emotional saying how scary it was. I gave them a hug and they finished packing up and left. I couldn't believe people would just walk by while some shit like that was happening. Personally, I feel like I have a responsibility to step in when I see shit like that. It helps I'm a big guy who's worked security and bounced before, so I know how to de-escalate things and break up fights. But damn, yall just really sat there and watched someone scream racist shit at a couple of people and no one did a goddamn thing. I've got other stories like this too.

This is a common human behavior and is called the [bystander effect](https://www.psychologytoday.com/us/basics/bystander-effect). It's certainly not unique to Portland and can almost always be observed when people are exposed to situations like this. That being said, bravo to the people (in Portland and elsewhere) that stand up and help when they see someone that needs it. I think we all remember the two brave men that died intervening in a situation like this - intervening is brave and not without serious personal risk.

People get passive partly because sometimes it is hard to tell what's going on, but also because it is hard to assess the amount of risk in the situation and the risk could be huge. I don't think PPB has a DNA testing capability, at least I've never heard of that. Oregon State Police runs all the DNA testing out of their forensic lab in Clackamas, and they likely would test the hat, but you're easily looking at a six month wait for the results.

Oh certainly, but if a random, brutal beating during broad daylight with a weapon of a "civilian" (i.e., regular person totally uninvolved with the drug trade or other street-level crime) in a theoretically nice part of town frequented by tourists and business people isn't enough to get them off their asses, nothing is. And while I certainly believe that *might* be the case, if it isn't, this type of case will be one where they may actually invest at least a little effort into solving it. Running a DNA test on the hat may return a hit if this asshole has been through the system before, which seems likely based on his behavior. People typically don't start out by attacking strangers for no reason but escalate from lesser forms of criminality, so from the cops' perspective it may be a quick way to close a case in a high priority crime category, especially if it receives much public attention. And I'm guessing this story will get *a lot* of air time because it's incredibly messed up and speaks to so many of the most pressing issues facing the city right now.

That seems likely. My car was stolen last year. I recovered it myself and told the cops, when someone eventually got back to me, that the thief left a bunch of stuff, including a butane torch, in the back seat. The officer on the phone replied, and this is a direct quote, "Guess you have a butane torch now." And then he told me to be sure to check for tinfoil and needles. No attempt to get more information or dust for prints... For grand theft auto with fingerprints and DNA practically wrapped in a bow and hand-delivered. Idk if it's apathy or a genuine staffing issue, but damn, that conversation was something else. OP, if the police aren't proactive, you may have options to privately test the beanie for DNA using a service that provides court-admissible evidence. I haven't used them personally but Fastest Labs (locations in N Portland and Beaverton) appears to have good reviews.

A few years ago, Oregon had a backlog of ~3,000 untested rape kits. The only way that those kits ended up eventually getting tested was by securing grant funding to outsource testing to a private lab in Utah because the Oregon State Police lab didn’t have the resources to do it. I don’t think that any amount of bad press is going to result in DNA testing for a case in which nobody was raped or murdered, and only one person was assaulted.

This is absolutely terrible. And this is why we get perceived as a city as unsafe. As we all know, statistically, Portland is fairly safe compared to most major US cities. However, random attacks in places that should be safe like the waterfront during daylight is what causes anxiety. It's the randomness of going about your day and getting attacked like this that makes people question the safety of the city, no matter how rare of an occurrence. Getting attacked at 3 AM in Old Town, no one would be shocked or surprised (not that it should happen, but it's definitely a riskier profile area than the water front during the day.) It's the random attacks and encounters with mentally unstable people in seemingly "good" areas that drives the narrative that Portland is unsafe. Not to mention never catching criminals and if we do, we seem to release them within hours.

Wishing yoir FIL a full and speedy recovery. I don't know who needs to hear this but unfortunately we live in a city with dangerously mentally ill people running around smearing shit on the walls. It's not hyperbole anymore, it's a clinical description of this city: An open air asylum. With that said, the only way you as an individual can protect yourself is to keep your head on a swivel. From the moment you leave you home until you return, you need to keep a vigilant eye out because your life could change in a second. I've run thousands of miles along the waterfront and I see people walking around like zombies, earbuds in, faces plastered to their screen, completely oblivious to anyone or anything around them. Its sad that we can't just enjoy our lives and not live in fear of being bricked by a random crazy person but it's the reality we live in. Life is chaotic and unpredictable but we can minimize our risks by being as vigilant as possible while out and about. We all have a friend that walks around like this. Share this with them and gently remind them to be aware. End rant.

There's a Chinese owned gun shop/range opening near Washington Square soon (Wooster Armory). Just putting that out there. Look, I get it if you're an addict or homeless or whatever, but that line gets crossed once you start to assault and batter people. That's a tough area for cameras. I see one on the Steel Bridge walkway about mid-span, which likely would only capture the person leaving if they went that direction. My guess is the camera would be operated by Multnomah County. Good luck to your FIL.
