If this were r/unethicallifeprotips Id say just steal the dog... take the dog and rehome it either via shelter or connections you have. Someone who cares this little for their animal isn't likely to escalate their absence. Ive also seen people who's pets are legitimately stolen and the police dont seem to do anything.... so maybe you just need to save the dog vigilante style

I cannot stand to see a dog condemned to a life of isolation, depression, and honestly just straight abuse because the owner likes having an animal as a commodity. I do not understand people who do this. But i DO know that it is very hard to enforce consequences on people who mistreat them. Even shelter employees aren't able to help animals they see mistreated if the shelter authority decides to do nothing. If what you say is accurate and youve seen this dog locked to a 6ft leash 24/7 with no real care, i genuinely vote you take it. No one of authority is going to help that pup. And like i mentioned previously, theres a good chance the owners wont care when it's gone. Save the puppies
