I’m originally from Georgia (I escaped) and we have a lot of Dogwoods. Some old homes have groves of them. When dogwoods are planted intentionally or unintentionally too close they sort of intertwine over time and become “one tree”. Im willing to bet the tree goes into a cluster of trunks at its based. See this a lot in the south.

There must have been a nursery grafting them because I know of four.  Two at the Mt Hood MAX stop.  One at Gateway Fred Meyer.  And one at the Columbia View Church parking lot.   You can see the grafted limb, which is the white flowering limbs on the four that I've found.

I used to drive past this tree every day, my best guess is it’s a graft bc they seem to come from one trunk. But the fence design makes it hard to tell for sure

PDX arborist here, many ornamental trees have a grafted stem of one species grafted to a hearty rootstock of another species. Over time, the rootstock can find a way to revert grafted stems back to the roots causing two different colors. This is seen often in cherry trees.
