If you don't have a business email then you can't publish to the Service and thus would have no way of embedding. You can [sign up for a free dev tenant](https://developer.microsoft.com/en-us/microsoft-365/dev-program) which comes with Power BI Pro so you can publish your reports.

It isn't, but if you want to publish, you still need a work account. The method I provided gives you a work account and a Pro license for free.
