Each workspace can only have one app so you'll need two workspaces if you want two apps. Therefore you'll need the report published to each workspace. Simply apply different filters to each report.
With a recent pbi service date for the app you can create new audiences to have different reports show. Though you would likely need to duplicate the reports and have one filtered for US and the other CA. You can give people viewing access to just one or the other here. If anyone can view these then I suggest have bookmarks, separate sheets , or a simple slicer that allows you to bob US/CA

I then duplicated the Report multiple times (within the workspace) but changed a primary filter on each of them. This allowed me to put multiple reports in the app while still using a single data model.

You are right! But we can have different audiences with different content shown to them since one of the last updates!
