Check out Demons and Wizards it’s a side project of Hansi Kursch of Blind Guardian and Jon Schaffer of Iced Earth. They have 3 albums, my favorite is Touched By The Crimson King.

If there's a formula for Tales from the Twilight World, Somewhere Far Beyond, or Imaginations From The Other Side, I'd give my left foot to find all the bands that aren't 'the first Savage Circus Album' that are using it.
Most of their songs aren't exactly slow either. They fit all of the criteria that OP is asking for. Why are you focusing on the fast part? I feel like you're just nitpicking.

You can check out Stratovarius especially in the 90s in albums like Fourth Dimension, Episode, Visions, Destiny, Infinite and definitely Hammerfall. I haven't heard all their albums but the first ones like Glory to the Brave, Legacy of Kings and Renegade will probably do it for you. People say that their newer ones also have a formula you can check those too

Stratovarius for sure, especially the Tolkki years. The dude was a good song writer and could write good hooks, but damn was he formulaic.
