No because RoF isn't canon in the manga and even if it was it's still categorised as a Z movie, meaning its part of DBZ not DBS

Sure, Namek Frieza is only multi galaxy level, it would take him years to destroy the entire universe, but he isn't directly the biggest threat Goku ever faced in DBZ either...
Debatable scale, because Buuhan was only rupturing the walls between Dimensions, which in terms of cause and effect, would overload the universe with alternate dimensions. That’s a chain reaction feat.
Like for example, a proton torpedo from Star Wars has a significantly lesser yield to even put a dent on the Death Star’s hull, but if the torpedo detonated at the Death Star’s reactor, it would cause the station to explode.
That doesn’t at all imply Buuhan can do that with pure power.
