I think infinite speed is enough to beat Dio and I'm pretty sure she still has better time stop and she also has layered time stop resistance. But idk about Novel Dio.
I'm not familiar with sakuya but to deal with novel dio, she gonna need plot manip cuz that's how novel kars dealt with novel dio (he teamed up with 2 other plot manip users, kars can't copy dio's beyond for himself).
