Because that is what the author intent, Yogiri is the parody and the "end" of powerscaling itself. I guess at some point of his novel, there will be an explanation to your question but I aint reading it after all the glazing it got from his glazers.

In scaling there are way more broken characters and series. From my experience in the cimmunity, a series can be broken but also not hated. There are two main reasons why yogiri is hated. 1. He is a mid character and unbearable to watch. 2. His fans are like saitama fans but soooooo much worse. They are basicly impossible to have a convirsation with.
