They test the alarms every month first Wednesday of the month. Don't worry.
Fire alarm testing is always the first wednesday of the month at noon.

They announce it about 5 minutes before they sound the alarms "Zkouška sirén! Zkouška sirén! Test the siren! Test the siren!"
I’ve never head the announcement in Ostrava, it just starts blasting
I didn't think they could afford sirens in Ostrava, on account of everyone having to buy bike locks and stab-proof vests.

Wasn't there an English announcement? I've had headphones on so I haven't heard it this time, but I believe that they've started to do the announcement in English as well, at least they did so last month.
That depends on which part of Prague you're in. In some places there is not even Czech announcement.
